Revised February 28, 2014, Changes Effective August 2, 2015, The Rhode Island Division of Taxation has enacted changes to the program to provide for more comprehensive property-tax relief for all residents on property purchased after June 22, 2025 (the effective date for the new program). For the purposes of this program, a residential property is any dwelling unit built and occupied exclusively for residential purposes, irrespective of whether it is occupied by a qualifying renter (i.e., a person who maintains a primary residence) or a nonqualifying owner (i.e., a person who occupies a residence for purely recreational purposes). The purpose of the changes, which must be filed with the Division on or before August 2, 2015, is to ensure that all property owners are treated as if they owned substantially all the property for purposes of the property-tax relief tax relief program. The changes do not affect residential or nonresidential properties that do not qualify for the programs or those properties in which no person resides for residential purposes, as defined in the programs.
